Thank you for posting this insightful and thought provoking piece.  I, like many others, have some of the concerns that you mention above.  Indeed, I have never considered that my concerns may be akin to those hysterical and nonsensical concerns of 1994 and Y2K. 

However, for some of us our &#039;hysterical&#039; perspective comes from &#039;historical&#039; awareness - we have a poor track record of developing open, just and accountable governance in Africa.  I truly hope that what you posted above is the case!
